  4. U.S. House of Representatives from Mississippi; in the crash of a
  5. Cessna; near New Augusta, Miss. Elected sheriff of Harrison County
  6. in 1984, Smith was credited with reforming the scandal-plagued
  7. office. He developed a law-and-order image with his attacks on drug
  8. trafficking along the Gulf Coast. Smith was a paradigm of the
  9. energetic young G.O.P. legislators who party strategists hope will
  10. win control of the South -- and Congress -- in the 1990s.
